Offline Map for PWA and functions of OpenStreetMap

Hello

For small restaurants and hairdresser I work on a PWA solution. To show the location, I use Google Maps. When the PWA is offline, the customers dosn’t see anything, it’s forbitten to publish an offline map of Google

So I think, better us OpenStreetMap and maybe make it better, and I have two questions:

– how to get offline map
– what are the plans of the foundation for PWA
